The best available free spins in the UK are found at MrQ where there are 100 free spins on Big Bass Splash. There are no wagering requirements whatsoever on any offer at MrQ, and the same applies to the welcome spins, which also have no cap. A £10 deposit is all that's required, and you have 48 hours to use them.
Pub Casino offers 50 spins at a value of 20p on each, and its homepage says it simply: "Cash Spins winnings are cash | No max cash out". You have to make a deposit and wager £10 to trigger the offer, and then you have 48 hours to use the spins.
BetMGM's terms say "There is no wagering requirement attached to any winnings from the Free Spins", and the winnings are credited straight to your account. You earn the 200 spins by playing a £10 deposit once on slots, and you have 3 days to use them.
bet365's daily reveals pay each spin win to your withdrawable balance with no wagering. The catch is the shape of the offer: ten log ins over 20 days, a random 5 to 50 spins each time, and 7 days to use each batch.
Betway's terms say "there is no wagering requirement attached to Free Spins and any winnings accrued can be withdrawn at your discretion". You stake £20 by debit card then get 50 spins a day for three days on five named slots, each drop lasting 7 days.
Betfred pays spin winnings with no wagering, but only after the last spin in your pack is played. Stake £10 on slots first then choose 50, 100 or 200 spins. They can take 48 hours to arrive and last 7 days.
Midnite's offer card and help article list no wagering on its 100 spins and nothing in its promotion terms adds one. The spins come after £20 is staked on five named slots, and the spins last for 7 days. The free stake is not returned with the winnings, which is normal for free spins.
PlayOJO pays rewards with no wagering requirements, and the 50 spins are no different. However, its policy says that you need to risk your own £10 deposit first. The spins are worth £5 and are credited upon deposit.
LuckyMate is the one spin offer here with wagering: 1x on what the spins win, with only £1 of each bet counting. Spin winnings above £100 are lost, and the spins last 24 hours. It is still a low ask: £6 of winnings means £6 of bets.
Wagering is on what the free spins win, not the free spins themselves.
No wagering requirements means £12 is cash. At 1x requirements, you'll still have to bet £12. At 10x requirements, which is still allowed in the UK, you'll have to place £120 worth of bets.

Free spin winnings are cash, if there are no wagering requirements. The quickest way to check is to see if the terms state that the winnings will go into your cash balance. If that is the case, then there is no wagering requirements. BetMGM and bet365 have this in their terms.

“None in the offer” means that the welcome terms do not set a cap on the win. However, the general terms set a maximum win per game round which is the case with all casinos.

bet365 is left out: its reveals give £5 to £50 of spins, so the average depends on luck.
Zero wagering does not make every offer equal. BetMGM's spins are worth about four times LuckyMate's on average, and both are low wagering. The stake you play first matters too: Midnite's £20 stake costs about 80p on average before its £10 of spins arrive.
